46. Let me tell you something about the z** that you do not know, because Nigeria runs only one tier. In a federation you are supposed to have a multi tier, you have the federal, the state and local or county government.
But funny enough, they claim they are running a federal structure, they only have federal police so that when "somebody" comitts a crime, that is not a federal crime but is a crime legislated for by a particular state.
47. In the z** they call it the "Nigerian Police Force". How can the police be a force? I ask you, the England that gave you policing, when you go to Britain do the police carry guns on the street terrorising people? The answer is no! So where did you learn this very primitive behaviour from? They can not tell you, but I will tell you this evening.
48. In America there is something called the "District Attorney", they prosecute. Now this is how it goes; if you comitt a federal crime it is called a federal offense in America. FBI will step in and investigate the crime, then hand over to the local District Attorney for them to prosecute you. If you comitt a state crime, the state police or county Police will prosecute you.
49. But because Nigeria is run by Fulani janjaweed, they know that this law exists, that prohibits Fulani men from putting their cattle into your farm. And because you only have one enforcement arm of federal police, not state, all of that nonsense "we have banned the cattle grazing as they did with the Yoruba Governors" and only yesterday thankfully, Dave Umahi announced that they have also banned movement of cattle around the South East.
50. Do you know why after announcing it, you still see cattle on the street as they did in Yoruba land the other day? It is because, if these were state laws, that should be enforced by state police, but because you do not have state police. And the police controlling from Abuja do not have the legislative or legal mandate to go and enforce any laws in Oyo or in Ondo, they will not stop the herdsmen from moving.
51. Listen carefully, when you run a federal system of government, the government at the centre will have their own law enforcing arm as they do in America, it is called FBI. I'm sure even in Germany, they have the police, they have the police even in Bayern.
52. When you comitt a crime that cuts across borders, it becomes a federal offence, now the police at the federal level can step in. But since the state of Florida can decide to make a law that is very specific to Florida. If you break that law, FBI won't arrest you but rather the local police in Florida will arrest you, and they will prosecute you in a Florida courts.
53. But in Nigeria, they copied American style, but they do not have the discipline to make sure that the system of government and law enforcement is structured to reflect federation they claim they are. Now you see why I call them the zoo.
54. They didn't go to school, they go to the dictionary and they cram big words, they write in Thisday Newspaper and they feel "oh o suo ncha". People mistake what I call grammatical wizadery for intelligence or elitism but it means nothing, you know nothing!
55. All these years, when they were clamouring for state police nobody articulated this very problem, nobody said the reason why you can ban Fulani herdsmen from coming into your state all you like – If there is no state police or enforcement arm to enforce that very law, you're talking nonsense.
56. In the z**, Fulani janjaweed know that the federal police can not enforce state based laws banning grazing. They think they are very clever but do you see how daft they are? The have PHD,s, they have degrees and so on but they are not wise. Do you now begin to understand and appreciate what we are saying?

57. When I call them z**, it is because that is how they behave. Fulanis moving cattle from place to place in Nigeria should not happen at all, because the law says this should not happen. Ask yourself this question, why the Fulani-run police won't stop the Fulani from moving into your place with cattle? It is simply because they are using their cattle to conquer you and take over your land.
58. The Fulani I know came from the Sahel, they are desert people, since when did you start living in any rainforest? Show me just one rainforest that is your own. It's only in the z** called Nigeria they want to come and rest.
59. I want to lay down the law first before we swing into action, any where you see Fulani on the street even in Abuja with cattle, they are breaking the law, you should kill those idiots because the Z** law, the Nigeria law itself forbids it. But the state do not have the authority to enforce it because there is no state police.
60. But somebody has to come in, I mean if you can't enforce a law, then why make it? So anybody saying that ESN is illegal, I want to ask you, who is going to enforce the law that the Eastern Governors made?
61. And since Nigeria has failed to enforce that law banning the herdsmen from moving about, citizens are beginning to rise up to enforce that very law, which is their right to do. I want them to take us to court, let us go to court now let me teach you the law that you don't know.
62. Where a state fails in it's duty to discharge a function that is legal, the citizens can do so. Or why do you have "citizen arrest"? In Thorts law, when a citizen sees you doing something bad, a citizen can arrest you and take you to the police and hand you over, it is called citizens arrest.
63. Open grazing has been banned by the law in Nigeria since 1969. The law says "you can not move cattle".
64. They say it's their way of life, but it is immaterial. This has been reaffirmed by the South Yoruba Governors and Igbo Governors but the problem is who is going to enforce the law? The funny thing is that they will even use the police and the army to aid and abate murderers and killers moving cattle from place to place.
65. In every other civilised government, they will impeach the presidency of the z**. But sadly, in the damnable zoologic republic you will see nothing of such. If this law exists they why are the Fulani moving cattle about? It is because you are in a z**, your law is meaningless.
66. To this end, I am directing every IPOB family family, you are going to print posters and big banners where we are going to make it very clear that any cattle next say 10, 11 days from now. Anywhere we see cattle, we don't care where it is, forest or main road, in our land, we will take the cattle down, we will kill it.
67. Because there is a law backing what we are doing as mentioned earlier already. The same way they do their campaign posters put it in strategic places for them to see. And all these posters should not only be printed in English, but we are going to also print them in Hausa and Fulfude.
68. If all these laws had been enforced tell me how cattle will leave the North and walk to Igweocha? The move on the roads, they call it "cattle highway" and move into our farms.
69. Anybody who moves into another man's property with the intention to commit an offence, or take his property, feed on his crops, to assault or even annoy him in his own place, is said to have committed a crime of trespassing.
70. This law is applicable even in Northern Nigeria but unfortunately nobody cares, any law that impedes the janjaweed Fulani and their cattle from matching towards the Atlantic Ocean is never enforced, nobody wants to talk about it.
71. While they are matching on, the pigs (Asari and cohorts) are in the swamps snoring and waiting for their masters to arrive. But they were stopped. And for Fulani to claim that grazing is their custom, they are in fact mad.
72. One thing about the Fulani people is that they never give up, they keep coming to you with the same narratives. They want to weigh you down, but not IPOB, they can not weigh me down. It was not a Biafran but a Yoruba man, Adewale Thompson, 17th of April 1969 is the man that actually made this law against open grazing.
73. So it is silly for any Governor to say you need anti-grazing laws, or you do not need it because it has been written since 1969. Just 11 days from now, (eh Chineke) you will see blood flowing on the streets of Biafra land, not human blood at all but cattle blood because if we see any, we will kill it because they are breaking the law, it is trespass.
74. And you will all see it, even NASA space craft will see it. So let them prepare for what is to come. We are enforcing the law that the z** have refused to enforce. What we need is implementation and that is what we are going to do in 11days time from now, quote me.
75. But why should any Governor fail to act to use such force on anybody that is forcefully and illegally penetrating and infiltrating their land to carry out destruction and killings as they do? The law has given you the right to do so in section 292 of the criminal code and let me tell you what it says.
76. "It is lawful position for any person who is in pieceable possession of any land, structure, vessel or place and is entitled to the control and management of this land, structure, vessel or place to use such force as is reasonably necessary in preventing any person that is trying to without permission enter that land".
77. What this section 292 is saying is that, when you see Fulani cattle in your land, kill the cattle. It is here in the laws of Nigeria.
78. You know that we have been so dehumanised to the extent that when you kill an Igbo man doing business maybe in Kano, it is no longer news. During Elections they will destroy polling stations in broad daylight but nothing will happen because you are regarded as nobody.
79. But IPOB is here, ESN is here! They can destroy our businesses in the North but we will come to the East and fight for what is ours. Umahi said that he wants criminals cleared from South East forests. Yes! We will help you do that. We will clear everywhere.
80. The pronouncement has been made and ESN will enforce it rigorously and without mercy. If you think that what happened in Bende or Isiukwuato is bad watch what will happen in 11 days time.
81. Let me just get a report that there is cattle or "nama" in any place in our land and see what will happen. And I am warning the police and the army because you will go and attach yourselves to them. You want to protect this march of the Fulani to the Atlantic Ocean, I am warning, let no cattle come out, I don't want to see any cattle.
82. So all these editors that Lai Mohammed will bribe with money, every now and then you receive your brown envelopes, I know that you are ready now to write your junk. But before you write your rubbish, make yourselves become aquatinted with the laws of Nigeria that says we have the right to stop Fulanis from moving their cattle from place to place in Nigeria.
83. For your information, we are saying NO to those grazing in the East since the North that is even bigger is no longer enough for Fulanis to graze their cattle. You use our food, our farm produce to feed your cattle and because we allowed you, you have moved on into kidnapping, killing and raping our people.
84. We Easterners are saying NO to that! We don't want any Fulani settlements, no Fulani colonies or anything whatsoever. Just stay where you are, stay in your land and do whatever you like with it, not in Biafra land and in my time most definitely!
85. With that, we have come to the end of our program this very day. Just to warn each and everyone of you in 11 days time, any cattle we see outside is gone, and is gone! Try us and see! Bring your fighter jets and assemble your troops against us. We are prepared for you.
86. Please my dear people, what Fulanis are doing is illegal, they are trespassing and thereby breaking the law and they have to be brought to account. There will be further announcements coming in, but very importantly please pray for the Eastern Security Network, they are doing very well and you have to support them via the appropriate channels.
